Romanian local authorities discuss Energy Performance Contracting

OER, FEDARENE and Energy Management Agency of Maramureş (AMEMM) organised on 16-17 May 2013, in the city of Baia Mare, the third Romanian Covenant of Mayors Club Meeting, together with the ManagEnergy capacity building workshop.

The meeting concentrated on funding opportunities for the Sustainable Energy Actions, focusing EPC – Energy Performance Contracting.

The purpose of the meeting was to present and analyse the funding programmes and mechanisms in the area of energy efficiency available for local authorities, with a focus on the municipalities in the North-West Region of Romania, which have signed the Covenant of Mayors, have developed their SEAPs and are now looking for opportunities to finance the CO2 reduction measures.

The workshop was structured in two sessions with two different target groups and objectives:

  • 1st session dedicated to local and regional authorities which have already developed an energy action plan and would like to move forward with the implementation of the measures, or to local and regional authorities which intend to develop such a plan
  • 2nd session dedicated to potential local trainers who can promote and disseminate the EPC concept.

Therefore, the objectives of the workshop were to:

  • Provide an overview of the sustainable energy legal framework in Europe and in Romania with a highlight on the role and obligations of the local and regional authorities in terms of reduction of CO2 emissions;
  • Explain the importance and advantages of energy planning at local and regional level;
  • Provide examples of measures and actions to be included in the local energy plans;
  • Disseminate good practices from Romanian municipalities in advanced phases of implementation of their sustainable energy plans;
  • Present the available funding opportunities for development of sustainable projects with focus on the EPC model;
  • Present case studies also based on specific needs of participating municipalities;
  • Create the premises for networking between CoM municipalities;
  • Train potential local trainers in funding schemes other than grants (primarily EPC).
